Mabra has to be aware that Chihuahua Rescue has raised well over $1,000,000.00 in donations, much of these donations were used to pay for illegal kennels and Kimi Peck’s personal expenses. Much of these donations were collected using deceptive advertising. David Mabra is a board member for Chihuahua Rescue aka the Dog Angels, he opens himself up to public scrutiney and many wonder how a man who claims to have dignity, would continue to sit on a board of ‘rescues’ run by a woman with a history of animal related neglect. Following is what David Mabra said in 2005 after Peck was legally forced out of Burbank. The comment was posted on one of the many websites the Chihuahua Rescue ‘group’ has created over the years to slander anybody who questioned serial animal hoarder Kimi Peck’s unethical treatment of animals and monies. Since he wrote this letter, Kimi Peck was legally forced to shut down two more illegal kennels, was arrested, harassed and stalked her Tehachapi neighbors and was forced to give up close to 200 animals to the HSUS…

From 2005: My name is David Mabra. I have been a friend of Kimi Pecks for 10 years and have assisted her in her rescue efforts for the last 9 years. I have been with her through the "thick and thin" of a rescuers life. It is a thankless life that VERY FEW people in the world would even attempt to live through. Everyone is a critic and it seems that everyone has a "better" way to save dogs. However, VERY FEW people have saved as many dogs as Ms. Peck and raised such awareness to the plight of dogs (and cats and other animals) as Ms. Peck. I can’t tell you how many hundreds of "home deliveries" I have been on with Kimi because she insists on making sure the dogs end up in the BEST possible enviornment. NINETY percent of the animals we have saved were "throw-aways" (old, sick, dying, or about to be euthanized to "make space" for other unwanted animals). I personally cleaned and fed these dogs and rushed them to the vets as needed. I witnessed Kimi spend EVERY cent she had and when she would run out of money she made the impossible happen and "pulled rabbits out of hats" to get dogs medical attention when needed. She also spent her own money to have dogs spayed and/or neutered to assure that there would be NO more unwanted offsprings. Her efforts at spay and neutering have saved our communities thousands of dollars in animal control. There are hundreds of testimonies from people who have adopted dogs that Kimi has saved and love her for saving their new "FAMILY MEMBERS". I was with Kimi at every location she was forced to move to on her trek to the current "beautiful" kennel in Burbank. There were times along the way that Kimi sacrificed her own dignity and welfare for the sake of the dogs. NO dog EVER went without food or water but I know for a fact there were times when Kimi went without the means to support herself at the expense of helping the dogs. It is true she struggled financially at times and wasn’t able to maintain the "idyllic" conditions that she wanted for the dogs, however, NO dog EVER suffered from neglect while in her care. Again, everyone thinks they have a "better" way (like euthansia – most of the dogs didn’t think that was BETTER!) and everyone is entitled to their "opinion" – including Kimi Peck. Three of the landlords along the way believed in euthansia because, in my opinion, they didn’t want to take time or money from their shallow lives to take care of those less fortunate. NONE of the landlords we had to deal with could even conceive of "GIVING UP THEIR LIFESTYLE" to save dogs. No one I have met before or since has the kind of compassion and comittment that Kimi Peck has. Kimi is not perfect, and she has had more than her share of trouble in her struggle to save dogs, but she has NEVER faltered or given up because some people didn’t agree with the way she did things. Even Jesus had people who thought his way was the wrong way. My hope is that everyone who reads the vile things being posted about Kimi Peck know that those things are meant to hurt Kimi – not help the dogs. The dogs in Kimi Pecks care are in a wonderful situation that has been APPROVED BY BURBANK ANIMAL CONTROL to stay in operation until she has been able to relocate to a bigger facility AT HER OWN REQUEST. I am posting my personal email address if anyone should question the authenticity of this posting. Also, if ANYONE uses my name in a "slanderous and/or libelous" internet posting I WILL take IMMEDIATE court action against such person(s). One of the pictures Kimi Peck has decided to use to promote herself as a ‘rescuer’, again, with Allison Sweeney was taken ten years ago – since this picture was taken, Peck has been legally forced out of Burbank and Kern County due to animal related neglect. We highly doubt that Alison Sweeney would be promoting Kimi Peck now. Kimi Peck is NOT an animal rescuer. She is an animal hoarder.

"We have determined that the keeping of approximately 170 dogs is not incidental to the use of the residential site," Lackey said. That means, basically, that the dogs aren’t there because Peck lives there but Peck lives there so she can keep the dogs there. That, Lackey said, is a violation of county ordinances. "She was informed that she could not keep the animals on the property unless she got a conditional use permit," Lackey said. To maintain a shelter on the property, Lackey said, Peck has to have a conditional use permit. But she has refused to apply for one. But the county is arguing that she is violating land use laws — not animal control laws. "She moved to another piece of property and we started all over again," he said. He said they want Peck to keep the animals. But they also want her to comply with county zoning laws. "You picked a good location to move your dogs to." He called for a $5,000 fine against both Peck and Marlowe and an ongoing $500 fine against both – but freeze the penalty for 30 days to give Peck a chance to apply for a conditional use permit. "Why would I get a permit on a house I don’t own," Peck shouted from the audience. She said the house she lives in was sold at auction Tuesday morning. But Maben said he does not have that fact in evidence and can’t rely on it to make a decision today. County lawyer Bruce Divelbiss recommended that the supervisors might push back action on the issue until more information is produced. Peck just about got removed from the building by the Sheriff’s deputy in the back because she talked over supervisors and refused to leave the podium. There should be due notice for any buyer of the property, Lackey said. Supervisors delayed the issue until Feb. 9.

If a woman is found unfit in a Court of Law (according to her son) to be a mother, how can she be ‘fit’ to care for hundreds of animals? We must not forget about Peck’s history of hoarding and alleged abuse/neglect – Remember this: Nearly Blind Chihuahua and Almost 200 Other Animals Now Safe – At Chihuahua Rescue in Tehachapi, Calif., The Humane Society of the United States and Kern County Animal Control rescued approximately 150 dogs ranging from Chihuahuas to border collies, 18 cats, 10 chickens, and several rabbits. The dogs will be available for adoption at the Sacramento SPCA. One small long-haired Chihuahua named George especially tugged at the rescuers’ heartstrings. A veterinarian discovered that his eyes were so badly infected that he was nearly blind. In spite of what must have been confusing changes that he couldn’t see, George gave friendly kisses and trusting tail wags to everyone who handled him. This rescue was a success for George and the other animals, but we rescued more animals in distress this week in Montana, and there will be more after that.
